That is a sign of gang territory. They jump rivals, innocent people, etc. & throw the shoes up there as a territorial marker. Sometimes a border letting you know you are in their hood. Notice the power line next to it is empty ?

Is like placing the head of a dead hunting trophy on your living room.
The difference is you need to say who did it. Is the Hood´s gang advising anyone to back off.
If you got the messagge and still get across the territory, you are defying, ded, or buying stuff for mind travelling.
Sometimes people do it for fun, but be aware of the surroundings if the shoes have a real messagge....

it actually means because i live in areas with shoes on power lines that somebody died there in that area lol omg some people.
