usually pit road speed 45 mph at Lowes i think

Whatever is determined to be pit road speed, usually 45 mph. Could be less if the field is, for example, going by a crash scene being cleaned up. Also, you cannot advance your position under caution (even if the guy in front of you is going slower).

70 mph is the typical track speed, but Lowes could be different

well they have to follow behind the pace car so whatever the pace car speed is the speed they'll be going. not sure exaclty the number tho.
