How can I let our group understand copyright?

It seems some of people in our organization don't like to care about copyright. I love this organization and want to avoid copyright leagal problems. How can I let them understand? Is their any organization or government who can help me? Is it possible for me to ask government suggestions before the government gives us penaltiies?
