Sure can, though whether he'd want to visit the US is dubious. If he wants to see Mickey Mouse he can visit Tony Blair, or go to Eurodisney, so he probably sees nothing worth visiting the US for.
He came to my 21st in Manchester, and gave me a camel, nice bloke really. Had a cup of tea, signed autographs, ate jelly and ice cream. Then again that might have been my granddad, he has a beard too?

I did not hear the President say this, however, if you wish to invite him, he must be neutered and have all his vaccinations up to date prior to entry into the US> He may need to be quarantined in customs for some period of time, you may need to research that and note it on your invitation.
