there's about 10,000 park place pieces out there and only one boardwalk.....and the chances of the one person who has boardwalk reading your question and agreeing to split the money are slim to none.

It's released near the end of the game. The odds that the game piece is actually viewed by someone is something like 1 in 20. By the end of the game, most people are either no longer interested or don't care. Most pieces go straight into the garbage and are never peeled.
