they slow down to pit road speed, which is different at every track usually somewhere between 45 and 65 miles an hour. the trick is that it is not exact because they know how fast they are going by RPMs not by a speedometer. which is why the race starts with a few laps run at caution speed, so that drivers can see what thier RPMs are at and go by that to ensure they dont speed during pit stops.

Every track is different, it depends on the speed set by the pace car, normally pit road speed, which again varies by track.
