Actually very few if any are insane. If they were do you really think that they would have risen to power?
Most dictators rule with an iron fist because they must keep opposition from the public at a low point.
Recently, a lot of free countries view one of our most "Democratic" nations as one that has caused more damage to this world than any dictatorship since Adolph Hitler.
It's all in the eye of the beholder.

I don't know if always, but in many cases dictators are insane. This is because they have some personal problems (like Peyronie's Desease in the case of Hitler & Penis Clinton). Anyway, Dr. Karadzic was NOT a dictator and he is NOT insane-he is a psychiatrist. And may God protect him, brake and emputate the hands of those who try to harm him.

Who says dictators are always insane? They are sly, manipulative, willing to do anything to bring the desired results. Their opinions are the only ones that count. Will use violence at the drop of a hat and I believe are usually military or ex military. They are ruthless in thought and actions. Insane, sometimes, but not always.

From their perspective their ideas seem rational. As much as you'd like to think you could, you couldn't imagine a German's feelings after WWI and why Hitler began WWII.

Other dictators, like Saddam are not insane, just psychopathic and greedy.

Genius and insanity are a close run thing! Hitlers early ideas were copied by Herbert Hoover & Calvin Coolidge?

You have succumbed to the media ploy. Bush wants you to believe that these dictators are insane.. you know, the "axis of evil", that "madman in Iraq". Most are very intelligent and have their entire wits about them....
