Because there is more freedom for college students who don't have their parents w/ them all the time. Also, it's easier to get alcohol, cigarettes because you're that much older and closer to the people who are old enough to buy

This is really a no-brainer. For most college students, it is the first time they have lived away from home. So all the things that their parents wouldn't let them do, they can now do. And they do!
Abuses are much more common among first year students. By the time they get up to fourth year or graduate programs, they have matured enough to be able to set their own limits and, often, those limits are surprisingly like the ones that mom and dad used to set for them.

It's legal (at least the drinking part), and their class schedules tend to be more lax. It's easier to get wasted if you know you don't have to be responsible for an 8 a.m. class the next day. Funny also to note that the people who were goody-goody straight A students, sometimes come back for their first Christmas break more twisted than the previous high school "freak" because they got a taste of life without Mommy and Daddy ruling their lives.

Because college students have more freedom to do all kinds of stupid things. They're away from home, they have a lot less supervision, and they have more access to sex, booze, and smokes. That doesn't mean they're any more mature or 'grown up' - in fact, they might even be less mature and grown up.
