Because they are barely hanging on and don't have the intestinal fortitude to admit their mistakes.

The reason so many people counter complaints about President Bush with complaints about Fmr President Clinton is because while the office of the Presidency hit a new low for standards of responsibility and accountability during the Clinton administration, Democrats simply ignored all of the claims and charges or dismissed them with nothing more sophisticated as "...so what?"
I dont know how long you have been involved in or with politics, but my eyes were opened during that time period to politics. If someone lied under oath, they went on trial for perjury. It was that simple. Fmr President Clinton changed all of that- at least for himself. "Scooter" Libby isnt as fortunate. Democrats said and did everything they could to rally around the Democrat President, even though the respectable thing to do was to admit his wrong-doing, which he eventually did, but not until years later after millions of dollars were spent in an exhausting investigation.
Some would excuse his behavior saying that what he does in the privacy of his bedroom is his business, but the problem extends far beyond that. Part of being President means you have access to everything- classified and unclassified. Military men and women seeking classified clearances fill out a disclosure and a background investigation is done to make sure there are no connections to potential spies or foreign governments- there is no such thing done for the office of the President. Say Monica was a spy or someone who hoped to gain by gaining information through the seduction of the President- that would make many people uneasy.
What happened with Fmr President Clinton is not entirely irrelevant to what is going on now. Each President leaves behind a legacy, good or bad, that the following President must pick up where the one before left off. Everything that happened in the 4 to 8 years previous to the new President becomes his responsibility the day he or she takes the Oath. That's a lot to learn in a brief time. If something were to slow or stop the process of the new President relieving the old President, such as what happened in the Gore v Bush incident, there is less time to go over all the information that we the public do not have casual access to, thus creating a window of opportunity for mistakes to be made, information to be overlooked, problems to occur.
President Bush, to the best of my knowledge, has not blamed Fmr President Clinton for much of anything other than the way the Clinton administration packed up and left without much of any exchange of information that may have proved benificial- instead of informing the Bush administration of the goings on domestic or abroad, they simply left: the first sign of the way Democrats would later hound and pursue the Bush administration. The North Korean development of nuclear weapons was the result of Fmr President Clinton trusting the leader of North Korea and the leader of North Korea lying to Fmr Presidents Clinton and Carter.
It would have been easy for President Bush to blame Clinton for it, but that was not what he said during the press conference, so get your facts straight.
The problem now is that the political culture is divided so profoundly that Democrats and Republicans who win the Presidential elections may perceive themselves as party Presidents first, American President second- therein lies trouble for the rest of the country.
The President of the United States is not, or should not be perceived as being the head of a political party- he governs over, with, and through all parties.

Sure ...
Bush's alleged misdoings are irrelevant to Clinton but it was the Democratic and liberal defenders of Clinton who started this trend.
Everytime "Slick Billie" got his "willie" caught in a hole of sometype the liberals used to always sing about alleged problems caused by 12 years of Reagan-Bush. I remembet that mantra, liberals used it to explain every dead sparrow that fell from the sky under Clinton's watch!
In legal proceedings the usual reasoning is you can't deny one party from using the same line of logic that was used by another party in an earlier hearing under similar circumstances.

Conservatives blame Clinton because Clinton is a Democrat. When they blame Clinton, some fools believe that all Democrats make the same mistakes as Clinton to this day.

No its very relevant to what is happening in todays world & government...There are many issues, such as Ben ladin that could of been addressed in some way by Clinton when he was in office, but if you notice,he tends to put blame on Congress etc..Last time I checked the President had priority of what to address while hes in office...Don't get me wrong though I don't like the comparisons made of any Presidents as they all have their own burdens to bare,& if History serves memory right,no man who has held an Office(or led any country for that matter) has been 'perfect' & absent of flaws as a human being....*

At this point Bush, his regime and the brainless twits who still support him have nothing else. They have failed and are going down fast so they grab onto what ever they can to drag it down with them. Fortunately, we can yank most of it back from them on election day.
Two Presidents, The first president initiates a bloody, costly, unending war on false premises and approves covert policies of illegal detentions, kangaroo courts, extraordinary renditions, torture and warrant less wire-tappings of thousands of Americans. The second president lies about hooking up with an intern. QUESTION - Which one should be impeached? Which one should be supported? Which one should be trashed and thrown away?

Because the same people complaining about Bush, did not complain about clinton. So it is an easy way to show the complainer to be a hypocrite.

It would be my guess that it is to give an example of how hypocritical the other side is.... Be willing to overlook and give a pass to anything that their people do, all the while screaming about Republican faults. Nothing factual about the issues, just slander and childish name calling.

Because they are unable to formulate a clear argument so they choose the use a scapegoat. The Nazi's did the same thing. Clinton is gone, he isn't coming back. Everything that is going wrong in Korea and Iraq is on the back of this man's watch, GW Bush. He has had 6 years to erase any of Clinton's "misdeeds" and yet has made thing worse.
