Of course they mean to! There are all kinds of other examples. "I don't want to interfere, but..." "I hope you don't think I'm nosy, but" and "it's none of my business, but" being just three of them!

It depends who the person is; if it is an honest person the latter is likely to use it when the subject is related to something personal or sensitive matter; if the person is a complete crap and has nothing in his empty box (mind) other than to make persons feel bad then such people (if you can call them people) tend to be rude!!

I tell them,Then Don't! If you have something you want to say about me,and I haven't asked your opinion on it,then obviously I don't want it.If I've done or said something to step on your toes, then by all means tell me.If you just want to tell me my outfit doesn't work for you,DON"T,cause if I wanted your fashion tips,I would've asked.I spent most of my life hiding my low self esteem, and my insecurities and depression.I got help, got on meds that make me feel like I guess what a "NORMAL" person feels, and I don't put up with ANYONE saying anything to put me down,or give me their opinion on how I should act.I have fun,I have an absolutely crazy personality, very quick witted. And I'm a kind person and very giving of my time, when "I" feel like it,and I don't put up with any crap from anyone. And if I haven't asked you what "you don't mean to be rude about"then keep it to yourself! wow! Even that felt good!
Take care and God bless

It really means I'm going to be rude but I'm not smart enough to say it in a more appropriate manner.

Of course they do, why say it otherwise, I really cannot stand it when people say that so I just say back, well, 'I do mean to be rude, get a life'.

I take that to mean 'I'm going to be rude anyways' - ughh I hate people like that and the ones who say ' no offense but". Thats sooo one of my huge pet peeves.

Agree with you exactly - they do mean to be rude. I know at least two people that use this phrase and you know they are going to be nasty to you as soon as they say it.

It just means that they don't want to offend, but are worried they might with whatever they are about to say. Usually it's because they have a question or something they need answered, and cannot afford not to say it.

This is just to cover themself. When they say this, it's a warning that they are going to be rude.
