They both are Spanish. It depends from what country they come from. And for your information they would both probably put white in any form that would ask their race.
And I will tell you why I know this, I am also Spanish, Puerto Rican to be exact. I have family members that look white and some tan, and some black. My Daddy looked white, where my mother looks Black. I came out like her but with my Daddy's' white features and hair. So I say this to say, there are many colors in the Spanish culture, and the ones that look white say they are white, even though there are not. I myself when asked in a form I put Hispanic Origin, and if the don't have that particular box, I put a box there and write it in. I hope now you can understand the dilemma the Hispanics have. I myself find it funny.

It's really impossible to say. Different lighting can affect the apparent skin tone greatly. I can't imagine that it matters unless you are thinking about casting them together in a movie or something.

photos aren't really reliable indicators of skin color. however they both seem to have facial hair.
