It simply means that every country that is involved with the United Nations and has a signed contract with the UN will abide by the ruling they came forth with.
If the UN said not to sell oil to North Korea then no UN country will. If the UN said the only thing we could sale to a country was food then that is all anyone will sale them. Some times it will be things like we will trade the violating country food for Oil or the like.
Sanctions just means there has been controls set in place to punish a country for bad behavior.
The USA and I think about 128 other countries are UN countries. Most countries in the world or any country with any power or money are UN.

Sanctions are used a punishment. Such as not allowing them to use their ports,their bank accounts,not selling them technology,cutting off food supplies, baring any trade agreements. To punish one person by punishing a whole country is barbaric.
