Reporters claim what they call a "journalistic" license to use nouns as verbs in writing captions. In this case, the word curb --- meaning to restrain--- is an honest-to-goodness verb, so that caption is grammatically correct A common, more glaring error you often read is when they do not use a posssessive pronoun with a present participle (words ending in "ing". Example: "I don't like him speaking so loud." The sentence should read: "I don't like HIS speaking so loudLY." This example also includes an adjective (loud) used as an adverb (loudly).

No, a declarative sentence should end with a period: "UN curbs N. Korea."
As to your question, GRAMMATICALLY is how the word is spelled.
Carlen is an English major and did not pick up on that one?

I would say it is fine. It is not the best sounding statement ever, but it is grammatically correct. Oh, I have my B.A. in English, so I do know a little bit.
