You are correct that they are not level. But this is only a
manner of speech, to differentiate if one or the other is
going to go over or under the other, but rather, will use
the same levelling which could provoke an accident.

If you are speaking about road crossings, no. In OK I believe it is illegal to make a level crossing, because every new road crossing, especially a rail roads are not level. And a bit of trivia here. These guys that build roads have to go to school to learn how to make them like that.

I know one that is more or less level - it has no barrier either, so it's quite scary.

Please don't test this theory using a spirit level.

You are probably right though, they do tend to be a little bumpy.
