Well, you know, they USED to keep all of it, but, alien roadkill was becoming a serious problem. Alien "sanitation engineers" went on strike. It was a huge issue. I believe it was sometime back in the '80's that their leaders decided that it was much more economical for them to simply dump the unused and unwanted parts back where they came from, sort of an inter-galactical "it's not my problem" mindset, if you will.
