You need to give more details but I'm going to recommed a Vauxhall Astra Diesel. I actually have a 17 year old Vauxhall Cavalier, but it never breaks down, always starts first time, and I can get away from traffic lights before BMW's and Mercs (mainly because I don't keep edging forwards!). I can also get parts quite cheaply - there seem to a fair few Vauxhall breakers you can get parts from too. I'm just trying to think of all eventualities and the different age ranges of car - you didn't say if you were looking for new or used!
More seriously my dad has one and he has halved his fuel costs since he traded in his Mondeo. My uncle also says that his is economical and fun to drive, plus roomy enough to take people arond in comfort. But it really depends on what you want!

That is a wide open question. What would suit your needs? 2 or 4 door? Auto or manual tranny? Sedan or Wagon? Safe or cheap? New or used? Try a Honda, Toyota, Subaru even Hyundai is getting better maybe even chrysler.
DO NOT BUY A KIA they look good but are CRAP.

A French diesel. Diesel for economy, simplicity and long life (both of my previous ones went over 250,000 miles and were sold as 'runners') and French for the reassuring knowledge that if it will put up with French drivers it will probably be a tough beast.
