Strong fences keep your neighbors out, so you never have to interact with them. They're always good neighbors until you get to know them! LOL!

It means that knowing where the boundaries are and having them well defined and immovable, makes for good relationships. It is clear to everyone -- not just the two separated neighbors -- when one has trespassed.

Not only does this work with the physical aspect of actual fences and neighbors, but it is the only real workable way to have any kind of decent, long-lasting, mutually acceptable relationship of any kind.

But, as they say, "that's just my opinion"....

if you mean 'strong' then i think that it means that people dont like to have neighbors, unless they are fences. meaning that people like to have fences between them and their neighbors so that they dont have to deal with their neighbors, and in a way those fences are you neighbors.
