I can look it up easy enough, but is the term heard nowadays in its original meaning?

I don't think so.

America does not flaunt shanty towns like the old days.

San Fran, Chicago- New York covered in skid row poverty areas
back in History.

Prob the lingering reference was HARLEM but HARLEM has risen above that shanty town life that history labeled.

So no. Meaning not the same.

Now means hit bottom individually.
The bum or drunk on skid row. Down and out and really they don't care about life no more.
