Trees roots are not submarines, they don't dive, dive, dive. Roots need oxygen so will stay where the soil has a good oxygen level. If the soil is high in clay and compact, the roots stay near the surface. Also that's where the food and water are most abundant.
Don't cut roots if you can avoid it. Instead get sand and mix with manure or a good loose soil and fill in between the roots. The fill must be loose as you don't want to smother the roots.
Another option, and far better, is to remove the grass under the tree's canopy and put down a loose mulch. The roots can be where they need to be and you won't have to mow over them.

You do not want to get rid of the roots. This might damage the tree. How
about you put some extra soil on top of the area in question and throw on
some grass seed? I think this will work.

first you dig around the root and under it you will see feeder roots shooting out from all sides of the root the feeder roots are smaler and stringer cut the main root back to a feeder root with some lopers or a hand saw when makeing the cut the first cut should be about 3 in away from the fooder root then make your final cut try not to leav a nub when you finish your cut dont put anything on the cut end back fill with loam and water the thing with roots is thay are atached to a branch in the tree i dont recomend takeing more than 15% of the roots in one growing season or you will stress out the tree and run a chance of harming the overall tree

dig the roots out an move the tree to a different location or deal with the roots or if you really wanna have fun resurface the yard with new dirt/soil and new grass seed to cover the roots granted this will need to be redone when the roots resurface to the new yard level probably within 2-4 years

if your getting rid of roots from a dead tree that's been removed. use a trencher to cut strips thru the roots so you can dig up remaining root sections

your going to have to bring in some dirt and re do your lawn, get the roots covered, and put the plastic mesh down so they wont come back up.

if these are roots from a long dead tree, you can put some chemical stump remover in them....you can get it from walmart, it will eventually turn the root mushy, and it will wither away

You could use rock salt ! pour rock salt from your local hardware store all over the top ! It will take weeks but it really works ! If it rains add more and more don't give up !!!
