Do what the owner's manual says. The quickest interval is 5 years or 50,000 miles. I have never seen a hose fail before 8 years or 80,000 miles.
The top radiator hose and bottom radiator hoses are the ones most prone to catastrophic failure: they can blow and empty your cooling system within seconds. They are also the easiest to replace. Heater hoses and bypass hoses can also fail, but they won't drain out all your coolant quite as fast. (worst case will take minutes, not seconds!)
Basically if a hose is still flexible and not swollen or cracked it is probably OK.
If a hose blows it isn't a big deal if you stop before the engine overheats. There is another item you need to be aware of: timing belt. It can break without warning, and it's covered up so you can't inspect it.
Before 100,000 miles or 10 years you should replace the timing belt, the water pump (it's under the timing belt), and every hose on the car.

Whoa, Whoa. A 99 Honda?
The only time you replace hoses on any car, is when they are cracked, torn, cut, ripped, worn, or clogged beyond repair.
I would'nt think that any of your hose on your 99 Honda should be in need of replacing.
Just pop the hood and check for worn or damaged hoses, if you don't see any problems, then the odds are - there is no need to fix what aint broken.
If youre nervous, just take it in to an auto shop, and ask them to check for leaks or damaged hoses. It couldn't be expensive at all.

you dont really have to replace hoses at certain maintenance intervals. when you get your oil changed most dealerships will advise you of any cracked hoses. your rad hose is important because it keeps your engine from overheating and blowing up. brake hoses are usually the first ones to go.

tough to tell as hoses crack and wear from the inside out its a age vs milage 8 years vs 80,000 miles is what I run on my fleet.
