I think BBV BANCOMER is about as low as you can go with a personal account begining at 500 pesos (45 dlls).

Checks I think start at $1000 pesos (90.00 dlls)

You must be feeling brave. Why would anyone of sound mind and body want to put money into a quagmire of corruption like you have in Mexico?
