What look are you going for? If you just want that punk/goth look, just tap some translucent powder all over your face, espcially around the eyes, for a base. Then, apply a soft, black eyeliner to the area just BEHIND your eyelashes. Squint hard, and many times, to move the makeup down into your bottom lashes. The final look will be slightly messy, and quite edgy. Use the eyeliner again to apply more where you deem fit. Gently use a Q-tip to remove and black gunk from the corners, and finish with a light coat of mascara, to the bottom lashes only.
If you simply want to be pretty, be sure to have a smooth, clean canvas -- shave (or wax) any beard you may have, and get your eyebrows shaped. You can go get them done in a salon, or have a lady friend do it for you. Or, you can do it yourself. I've included a how-to site in the "source" box. Don't use foundation, unless you feel you need it. Be sure to find a shade that suits your tone, and be absolutely sure you blend down past the jawline so you don't get that tell-tale "mask" line. If you feel you look clowny, try natural shades of eyeliner and shadow first. Just practice, babe. You'll get it.
If you happen to have a MAC store nearby, by all means, stop in and have those ladies play beauty-shop with you -- I'v never met a MAC sales associate who would turn down an opportunity to flaunt their abilities on ANYONE.
Have fun. Don't be shy. Wet 'n Wild (which is the cheap-o line found in most drugstores) offers plenty of colors for ultra-cheap. This would be your best bet on saving money when you're practicing.

Guys wearing make up has become quite popular recently i.e. Russell Brand, Ricky from Kaiser Chiefs, so your question isnt really that unusual. I would say get a colour that closely resembles your skin tone, never test it on your hand only on your jaw bone.
If there is no one female you could confide in I would phone ahead at a department store and see if they had private areas where they could give you a make up consultation, otherwises booking at a salon is another option.
Other option is to look on female friendly websites like www.handbag.com for make up tips, or google search it.

At my uni, we 2nd floorers are literally 2nd floorers. We hang out on the 2nd floor of union house. And we are all giant nerds. the best thing to do is find someone who you think does their makeup very well and ask them for tips or to show you because the only way to learn is to be taught.
if you dont have anyone to talk to, go to any cosmetic counter at the mall and they usually give free make overs, willing to give you a million helpful tips. i once had a male (wearing a very tasteful amount of makeup) give me a makeover and he gave me some of the most helpful tips ive ever recieved

A mate of mine is a Tranny.... Hes still a top bloke , but has "Another Life " ... everyone that knows him don't give a toss as long as hes Happy ( He was in my Core in 3 Para ) ...so you cant "Stereo type "... Do a Yahoo / Goggle search for TV/ Transvestite sites.... i Know he visits The Fox & Hounds in Essex.... thay may have a wab site..

Try an acting school or local theater group. Makeup would be part of the curriculum of the school.

Try Touche Eclat by YSL. It's and amazing correcting/highlighting/concealing pen that really works but looks very natural. Lots of men use it and you can't tell they have anything on :-)
