No, because it supplies the power through both. If you turn it off, it's off. You can't make any adjustments or repairs, mind you because you have live electricity going through the wires. But the chains act as an independent switch for the fan. If you want to do any electrical work on it, make sure that all the power is off.
The first answer is right, too. Because it doesn't have a capacitor you don't have to worry about it draining power.

If wired correctly (i.e. the switch on the live wire) , then there is no power between the switch and the fan. If the switch was installed on the "ground" wire, however, the fan will still stop when the switch is off, but power will still be flowing through the live wire. So for safety's sake, you should shut the power off at the breaker before touching the wires.

Yes, the chains are just a lock that keeps the fan from spining, must switch to off from the wall button.
