You might try Rustolium spray paint. You will need to take a what rust is there off with a steel scourer pad first and clean the area before painting. Make sure it has dried and cured before you use them again. As far as getting the stains out of your clothes, I would pretreat them with some Spray in Wash before you wash them. If they are white clothes you could use some diluted bleach carefully on it.

contact a supply store for the machine and you might be able to get a panel for it, pre-painted, which would look better then applying enamel.

You can get special paint from DIY shops. It works quite well, you might need to put on a special undercoat first though to stop it flaking off.

You can use spray paint for metal..it sayes it right on the can. Also consider sanding it down to the metal for a funky,urban look!
