Wasn't sure if you meant two separate things, or bubble gum flavored cotton candy, or cotton candy that turns into bubble gum like Dubble Bubble Fluff :-)http://www.typetive.com/candyblog/item/dubble_bubble_fluff/

so... (with apologies for any useless information included)

Bubble Gum -
History & how it's made here:

Cotton Candy here:(You'll need a candy machine)

Bubble Gum flavored cotton candy - just add bubble gum flavor to the sugar, or buy ready-flavored sugar available at candy supply stores like http://www.jarcoindustries.com/CottonCandy.htm
and

I can't find an actual recipe for Double-Bubble Fluff type candy you can make at home, so I'm thinking there may be a patent on it - sorry

With flavored sugar in a cotton candy maker - they have all you need at Walmart or Target.

The Green Apple flavor. Ooh, it's making my mouth water... Edit: Alix the candy stripper: Yes, it is a flavor & it's the best. But, it's not bright green, it's pale green.
