Vita Cafe is one of my favorites. Cozy atmosphere, delicious food, huge helpings, decent prices, great variety. Mostly vegetarian, but options available for omnivores.

You say you want the best, so, I've found the best to be:
Blue Hour
Paley's Place
Andina
I've eaten at a bunch of 'the best' restaurants in Portland and find these to be consistantly the best with the best variety and quality of food and service.
A fun place that actually has really good food is The Blue Monk. Get dinner and watch a jazz band. The Sweet Potato Ravioli is to die for. Really.
"Reinlander. It is so good and im german." A German should know that it's Rhinelander.

Ringside or Ruth's Chris Steak House are both popular. I preferred the Keg but since they are gone, Outback Steakhouse or if you are feeling adventurous, there is a Ruby Tuesday in McMinnville...the ribs are to die for!

The best ones are a toss up between Mcdonalds and Burger King. They are both 5 star.
