If you have oily skin, you're better with something light. I have slightly oily, very sensitive skin with dry patches on my forehead. I love Bobby Brown tinted moisturiser. It's not heavy, has a lovely smell and stays on really well.

I have oily but quite sensitive skin and have been quite impressed with Almay's Skin Stays Clean foundation although I'm not sure how it would deal with dry bits.It might make them worse.

Why don't you go for a consultation at one of the luxury brand counters (Estee Lauder, Clinique, etc). They will be able to tell you what kind of foundation your skin needs and then you can go and find something similar at the non-designer stands. Or just buy the luxury brand if you can afford it!
