Hmmm..... I'd say both; but for some reason, in my mind, kissing in the rain sounds more erotic than kissing on a moonlight bay....
I don't know why, though!

You could combine the two.
But of those options, I would say: kissing on a moonlite bay. :)
Outside of those options, I've always loved the kiss at the door at the end of a date. One of my favorite memories was a time I was taking a friend's dog for a walk and a girl teenager was being dropped off by her date, who walked her to her door and gave her a long kiss goodnight. Maybe it was because all the houses were big and expensive that it felt like watching a movie. :)
