Action (estamos hablando)
Condition (the soup is cold... or he is handsome "today" as in he does not always look handsome)

You can use both.

Eres (ser) would imply you are and have always been handsome.

Estás (estar) is more like you're handsome NOW.

you use ser if they always look handsome, you use estar if they are looking unusually handsome today.

él es guapo- He is handsome (like always)
él está guapo- He is handsome today (which is different from how he usually is)

If you say "Tu eres guapo."you are saying,"You are handsome."
So you would use ser.
I take Spanish class,but I think you can use estar too.

You can use both Esta guapo or Es guapo it is more commonly used to describe men than women

You use the verb ESTAR... thus.. TU estas guapo... you are handsome

yes, you say, esta hermosa, hermoso, bonita, linda
for ser/estar, esta is temporary, es is permanate, like es Doctor,
esta en la cocina.
