An ion has a charge ( + or -) (e.g. Na+ or Cl-) while a neutral atom has no charge(e.g. Na or Cl).

The basis is the number of protons and electrons.
since neutrons have no charge, it isnt too relevant in a discussion of ions. different ions or atoms with a different number of neutrons are called isotopes.
proton = positively charged. for this to happen, the number of protons must be more than electrons. electrons are grouped into shells. so perhaps the outermost shell contains ONE electron. since its so loosely bounded, it may become lost (since the proton doesnt have ergy strong enough to hold on to the electron). when that happens, there is one more proton than electron and the atom becomes a positive ion of charge +1. similarly if there are 2 more protons, the charge is +2
Negatively charged ions work in the opposite way. to complete a shell (atoms like to ensure the outermost shell is complete), the atom may recruit an extra electron or 2, resulting in a net negative charge.

2)the atom is neutral because the number of electrons(negative charged particles) are=the number of protons(postive charged particles)

3)any atom enters a chemical reaction to reach stability(have a saturated outermost shell/reach the configuration of the nearest inert gas) so when the atom loses or gains electrons it becomes an ion)the ion is postive(cation) because it lost electrons so it has more protons.it is negative(anion)because it gained electrons in a chemical reaction.

a positive ion has a deficiency of electrons like Na+,Ca+
negative ion has excess of electrons(negative charge) like Cl-
