Setting up a new tank with used gravel that is still wet and has been recently used in a healthy tank is excellent - it should still contain bacteria which would make establishing the new tank a breeze.

If the gravel is simply used gravel that has been sitting around, it is niether better nor worse, though you'll want to give it a good rinse in hot water before using it.

Even if the gravel has come directly from a 'sick' tank, it can be sterilized by boiling and re-used. I see no reason in any way to throw away gravel, unless you simply don't like how it looks.

If it is not yours I would not use it. Gravel is pretty cheap so I would buy new earthtone color gravel. Do not use color gravel because in time it will peal and make you take look bad.

If the gravel is yours and it is natural then I would wash it in water NO SOUP. If you have an old strainer just scope up some gravel and let it wash through.
