Take the bearings apart, clean them ( with some kind of solvent - petrol is good ), then put them back together ( very fiddly!! ) and grease them up - get a proper bearing lube from a skate shop, in the long-term wd-40 sucks. While you're at the skate shop you might want to look at getting replacement bearings anyway - go for ones with a high ABEC rating ( the bigger the number the better ) as those are more precisely made.. If money's no object then go with ceramic bearings.
Your riding style can also make a difference, if you've got too much of your weight over the front axle then any small stone or crack in the pavement is going to stop you pretty quickly - you don't want to lean too far back though..
Another possible solution might be to go really old-school and get big soft wheels ( red kryps or the like ), they don't get stopped by tiny stones...

Don't worry :). It took me even longer than that to learn how to ollie. Skating is a weird sport in terms of, it doesn't matter how many times somebody shows you, it always feels different to do it yourself. You need to work on something, then take a day break away from it, then when you come back, with a fresh mind but the knowledge of 'how' to do it, you will pick things up faster. I havn't skated for a few years now but when I was skating properly, I used to have breaks away when learning new tricks. I didn't get amazingly good, I couldn't grind or go off big jumps but I was very good at flip tricks and I used to love popping 360 heelflips etc. Its all about relaxing, taking it easy and not getting stressed. It will all come to you... One day you will land a perfect kickflip, then you will realise why you are skating in the first place, then you will have the same problems again with the next trick... Then that will come to you... Just be patient with it :). Don't try to copy your friends either. Just because they can land a perfect kickflip, don't feel like you aren't good. When my friends learned kickflip, I couldn't do it but I then discovered that I could do heelflips instead. Just learn your own stuff :)

I suggested to a neighbor to spray the wheels regularly with W-D 40. or 4-in 1 motor oil. He is flying now
