Insulation is extremely toxic when burned. That is the problem they are having right now in mainland China. They recycle the wires to retrieve copper and other metals. Problem is they burn the plastic insulation to get at the metal wire. Result is horrendous air pollution, many respiratory problems for nearby residents.

Too much current or voltage, it has a rating on how much it can withstand.

No. That's why there are regualtions ot recycle it. Many times, it has arsenic in it.
