Insert the CD, then turn if off. After a few seconds, turn it on and hit the DELETE key to get into the BIOS settings. (Some computers use F1 and others use F2). When you get into the BIOS settings, go to the BOOT section. Change the ORDER, so that the CD drive boots before the hard drive. Then SAVE the changes and watch it BOOT from the CD drive.
Obviously, if that CD does not have the necessary Boot information, the computer will look at the hard drive next.

1. turn your computer off
2. turn on and when you see the white bar loading for the dell bios, press F12 or whichever the option is for one-time boot menu.
3. select the drive that specifies your cd-drive.
note- this is for a one time boot only. to have it boot every time into the cd drive, you need to enter bios, which can be accessed through the same process by pressing a key like F12 in step 2.

when you start your laptop go to setup ( some of them you press delete, some by pressing f2 )
there should be an option for ( boot sequence ) and select the cd drive to be the first boot device.
