No it does not. Bleach works relly well, but can harm the fabric over time. If you have access to "blueing" in your area, use that (you find it in the laundry section of larger stores). It works really well. Good luck!

I use to use it to clean my sons football uniform with, on soiled areas I made a paste out of the powdered cascade and scrubbed with a old tooth brush then throw in the wash with the cascade, worked fine on this uniforms and the pants were white.
20 Mule Team Borax is also good and Lestoil.
