A tie should just reach the belt line with the inside portion being slightly shorter than the outside. To be perfect the inside point should just touch the inverted point on the backside of the outside portion.

With the different styles of clothes, the look will be different. But a good rule of thumb: Is to wear the pants and shirt you are going to use the tie with to the store when shopping. Pick a tie that matches, and try it on to make sure it comes close to the top of your pants. As long as you're wearing a tie clasp/ tack the inside half isn't that important, but you'll want it to come at least 3/4 of the way down.

From Margie, the wardrobe gal I worked with on a couple different shows, who dressed the stars to be filmed, taught me the tie should just touch the top of the trousers. Don't cover that nice belt buckle.

It doesn't really matter. Somewhere between your belly button and your belt, but you will look like a fool if it is not in that range.
