The open parachute creates a great deal more resistance against the air than just a falling body. The resistance slows the person down allowing them to reach the Earth at a safe speed. The one without, while he/she will produce some resistance, will not produce enough and will as a result go splat.

The person with a parachute falls with a controlled velocity coz the upward pressure experienced by the parachute and doesn't get hurt.
Next the guy who jumps without a parachute, even though his initial velocity is zero, he falls down under a constant acceleration of 9.8m/s*s and in doing so his velocity increases to such an extent and when he collides with the earth and his momentum comes to zero in a fraction of a second and according to conservation of momentum, total momentum is conserved before and after collision. Hence he experiences a great force not resistible by the body and his body parts and blood, blood tries to bounce back with same velocity as he was travelling and hence oozes out and he dies.
Actually it is found that whenever a person jumps out of the airplane without an aircraft, most of the times he even dies of heart attack on the way. But there are a certain exceptions where men have survived after jumping frmo an airplane and god knows how.

with a parachute- glides thru the air and lands rather gently- assuming the plane was in the air at a sufficient altitude - zero or minmal physical injury
w/out a parachute- assuming the plane was in the air at a sufficient altitude- falls down rapidly, usually head first- smashes the ground- and ends up like ketchup strewn all over.
no sane person would jump off a flying aircraft w/out a parachute. Only when the plane is landed and the stairs cant be put on- so hardly any physical damage, again

the 1 w/ the parachute has the parachute which makes gravity have 2 pull on a large, lighter weight and therefor pulling it more slowly, while the one without is a small, concentrated weight and less drag cuz he doesn't have a parachute so he falls faster.

parachutes slow the gravitational acceleration of the person with it. the person with the parachute will fall at 9.81 m/s^2 until he opens the chute and it slows him/her down, the person without the parachute will continue to fall at 9.81 m/s^2 until he/she hits the ground and probably dies from the sudden deceleration of hitting the ground

When jumping whith a chute, it just takes longer to get to the ground, jumping w/o the chute is just like taking a "shortcut"....
