If its filled with anything its more economically efficient. That goes for a well stocked fridge as well.

If a freezer is filled with ice, the temperature in the fridge is then lower. Thus, the thermostat, which lowers or raises the temperature according to the original temperature inside the fridge, does not lower the temperature further. In short, it uses less power and that means it costs less money for the electricity.

Do you mean icy buildup? No, that's bad.
In a freezer, freezing the ice cubes takes energy, so the only way it would run more economically is if you got the ice from somewhere else and put it in.
