You need to do some research on what tribe he's from. If you're located in the southwest, the Mormon Church actually has pretty good records for tribal lineage searches. However most tribes require at least one quarter blood for recognition except for Cherokee - they take almost anyone because it inflates their tribal numbers, hence more federal dollars (I'm Navajo and WE'RE the largest tribe - not them!).

As I understand it, the federal government gives such assistance based on membership in a recognized Indian Tribe, and the federal rules are not based on blood. A full blooded member of an unrecognized tribe doesn't get anything.

The Tribes often have such rules based on percentages or being able to trace heritage from a known member of the tribe, but I think they can make anyone a member that they want to, even if they definitely have no native blood at all.

Call the tribal council of the tribe. That's where you want to start.

For a student to be eligible for many Native American scholarships, such as BIA scholarships, the student should be an enrolled member of a federally recognized tribe. Otherwise funding will most likely be denied. A Certificate of Indian Blood (CIB) card or document is generally accepted proof of membership in a federally recognized tribe.
