So, feed her more than 4 ounces.

There is no right answer on how much she should eat. Babies, especially within their first 2 months, are constantly needed to adjust how much they need to eat. I started out by giving my babies 4 oz of formula then when they still seemed hungry then I upped the amount to 6 oz then 8oz. At 3 weeks old, all she needs is formula or breastmilk. If others tell you to put in rice cereal or any other things into the formula, please ignore them. It's not about making sure your baby is fat enough to seem healthy. It's about giving them the nutrition they need through formula or breastmilk alone. If they are still hungry, give them more formula. My babies went through growth spurts at 3, 6, and 10 weeks like clock work and that is when I had to start giving them more formula consistantly and feed them more often for a couple days. Then they got back to eating every 3-4 hours but they stuck with the 6 oz (8 oz as they got older) per feeding. Best advise someone gave me was to go with your mother's gut. Books can give you direction but they don't know your child so go with what you think is best and at her baby check-ups, consult with her pediatrician or nurses.

You have gotten some good advice and some really terrible advice. Please, what ever you do, do NOT start giving a little three week old baby food in one of those bottle thingys......she has no business eating anything but breast milk or formula for quite some time yet and it will NOT make her sleep all night!
The lady who told you to feed her more formula if she wanted it is right. Babies will not eat more than they need. What is the point of letting her be hungry? She will be miserable and so will you.
Is there anyway you could just throw all the bottles away and start nursing her? You would be giving her the most precious gift a mother can give a child next to life itself. She can only eat what you give her, why not give her the most nutritious food in the world? Even scientists have not been able to replicate breast milk, it just contains some magical ingredients that can not be made any other way. Give it a chance, you can always quit if you want to!

Every baby is different. Just like no 2 adults eat the same, neither are 2 infants. Do what you think is right, you can't over feed them at this age. They stop when they are full.

Your baby should eat as much as she wants. She'll stop when she's full. Every child is different. As for the growth spurt I'm not sure.
