It's not difficult. Just go to:
Control Panel > Network Connections > Right Click your Device ( Wireless or Wired) and select Properties.
Under "This connection uses the following items" select "Internet Protocol (TCP/IP)" and select properties.
Click "Use the following IP Address" and enter in your desired network setting.

Goto command prompt
start-->run-->"cmd"
then run the following command ipconfig /renew
This should get you a new IP address. For syntax of this command refer to the documentation listed below.

Depends on your operating system... but you probably don't want to change it. If you don't know how to change it, then it's likely that once you do change it, you will no longer be able to communicate on your network.
