No. The Roman Empire left a lasting print upon the British landscape, but after their departure, we reverted to our small warring tribes once more, in a period of time known as the Dark Ages.
That which is Modern England owes it's history to the invasion of William the Conqueror in 1066. William was the last invader to land an army on British soil. Prior to that, the Viking, Jutes, Vandels, Gauls, Celts and Saxons fought for domination of the landmass. After that, we shared a lot of our cultural evolution with the French.

As an example, the Romans never conquered the German tribes. After the massive Roman defeat at the battle of the Tuteborg Forest they resigned themselves to securing their northern border against invasion. Obviously Germans are not living in huts.
So being conquered by the Romans was not a necessary condition for peoples to develop and advance their civilizations.

Well consider this. The Romans conquered all of England and Wales and some of Scotland but none of Ireland. I think that would go a long way to answering your question and explaining why Britain ended up the way it has.

No after the Romans left Britian was overrun with the Germanic tribes (Jutes,Saxons etc) There laws,culture and way of life superseded the Romans very soon after there departure.Then the Normans brought there form of government here after there conquest and the laws and lifstyle we live by now have basically evolved from these two invasions .

No - one knows. If the Romans hadnt conquered England maybe somebody else would and that somebody may have different things that would affect our days in the present time. One single thing that was done hundred of years ago has affected our time and what we do now will affect the future and future generations.

Britain owes more to the Vikings than romans. After all, the romans never made it to Scotland, and they're ok...sort of.
Anyhow the Romans never really stayed here too long because the weather was bad.

The romans didnt stop us living in huts, we were in them during the dark ages after they left, but the roads would have been awful.

no we would not be living in huts.
we were tribal yes, but that is not to say we were idiots. It was the iron age, we had international trade as far as asia (apparently) but at least as far as the mediterranean.
we had a singular religion who ruled us over the ideals of the tribal kings and queens and this religion was respected as christianity was 30 years ago, probably moreso even.
