Is it getting pollinated by the bees? Dose it need a polinizer? Are you giving it any fertilizer? What is the soil like? You might want to try a product by Bayer it is called all in one rose and flower it is a fertilizer, systemic, and a fungicide, you simply mix and pour. Make sure to read the back of the able if you will be able to eat the lemons after you use the product but if nothing else it will hopefully give you wonderfully scented flowers. Hope this helps.

My guess is the tree has never been pruned. Pruning promotes growth and fruit. Try it. If that doesn't work chuck the tree. If little amount of leaf curl is present, than the tree is receiving sufficient moisture. Dried leaves indicate moisture starvation. Also try some fertilizer, molorgimite or dried manure works best.

The last time it produced, was it abundant? Could be the tree over produced, thus lowering it's reserved energy level. It takes time to replenish the energy account. Make sure all other aspects are ideal; be careful about over watering, fertilize with a balanced fertilizer perhaps with the needed iron and zinc. .
