Whenever someone says they weigh some amount "soaking wet" they mean that they probably weigh a little less than that amount. Water adds weight so the person is trying to explain that they are very thin...water would help them to gain a little and if they were wet, they might weigh a little more.
What the really mean to say is, "Maybe I'm not quit 120 pounds but I almost am and certainly I don't weigh more than that."

Usually people don't say that about themselves.
People say "so in so weighs maybe 120 lbs soaking wet." Meaning that she is very thin. Water adds weight, so to say that someone weighs whatever they weigh "soaking wet" that means they would be surprised if she even weighed that much.

It's a way of saying a stated weight is the very heaviest the person weighs. Clothes are heavier when they're wet. The wetter clothes get, the heavier they are - at least until they reach a point where they can't GET any wetter, anyway. So, by adding the "soaking wet" to how much a person weighs, they're saying that, even with their clothes soaking wet, they've never weighed more than (their stated weight).

Water on a person adds weight to them. So they are saying that you are very thin, and you'd have to be soaking wet with all your clothes on to be 120 lbs!

it's usually used as an expression overall, or for someone who weighs themselves when just leaving the shower.
it basically means that you don't weigh more than 120 pds when you are soaking wet and that is not very much, even though the weight of the water is being added to your real weight.

Stressing the fact they are barely 120 pounds.
But when you weigh on a digital scale that is what you weigh.
Wether your wet or not. Just say I weigh 118.7 exactly.
So you can dry off and weigh naked.
