I've been all over the country and all over the world, but since you're just talking about the US my answer is Atlanta, Georgia. Actually most places in the south.
In Atlanta, they even let you out ahead of them in traffic, but you gotta wave. How come they're so happy there?
Everyone waves to each other on the road and people will say hello for no reason. Not like NY where they yell and give you the finger for no reason at all. And don't even try to say hello to a New Yorker if you don't want to get beat up.
I know you didn't ask, but by far the worst is Boston, MA.

Boston. We were floored at how friendly, kind, and helpful so many people were. We were use to big city demeanor, and Bostonians were just ready and willing to jump in and be great. I will never forget that. It's probably why I love the city so much and would also love to go back. And, you didn't even have to ask them...they were just there for you. Amazing.

I haven't been to many cities but I recently visited Los Angeles and I thought they were very friendly. Or maybe I was just delusional from the heat...haha

I love visiting Pittsburgh, PA... Well maybe not the city itself, but definitely the suburb of Fox Chapel.

I've always had a great time in NYC.

Denver, CO.
The weather is nice, the crime rate is lower, the house rent is not as expensive as LA, NY......
Also, there is very beautiful mountain view here.
