The slot is not even used really anymore.
When bibs were first designed, pocket watches were the way to tell time. They would loop the string, chain, or whatever through the slot and then slide the acutal watch into the small open pocket on the side of the top of the bibs.
I have seen the small open pocket mainly on the left side, as most farmers were righted handed and used their right hand to grab the watch.
Like I said, now it really isn't used and sticking a pencil in it would be dangerous for either your neck or your chest. Most bibs have two pencil holders on either side of the main pocket.

I always thought it was for a pen or pencil - but slanted diagonally so you didn't confuse it with one of the buttonholes at 4:30 am (when us farmers get up).
