Simple answers are: Atoms in the same columns have the same number of electrons in their outer shells; Atoms in the same rows have the same number of electrons shells; Atoms on the right and left sides (exclude the Noble Gases) are the most reactive and become less so as you move in; Atoms are arranged in order by Atomic Number (number of protons). Eluding my brain at the present is the relative diameter of the atom, plus there are more.

Go get an "A".

the periodic table is the systematic arrangement of the elements having simillarities and dissimilarites.
the table consist of vertical coloumns called groups and horizontal rows called periods. the properties change along the period as wellas in coloumns. (for further details U may check the merits of modern periodic table)

I guess they are asking about periodicity and how the elements are arranged in the chart. Elements in columns have similiar characteristics due to their arrangement of electrons. "In order to illustrate recurring properties, Mendeleev began new rows in his table so that elements with similar properties fell into the same vertical columns ("groups")." and where "each horizontal row ("period") in the table corresponded to the filling of a quantum shell of electrons."
