1. Make sure you work closely with the manager of the vacant position to clearly identify the requirement. It is best to have the manager write down his/her requests. A lot of time HR's interpretation of what someone else need does not reflect the reality when it is all written down.
2. Identify the best way to market the job opening. It could be web site, newspaper, campus recruit, or through recruiters. Depending on the nature of the job, the best approach is very different.
3. Document exactly where you receive a candidate, every piece of correspondence, and status report of each step. It is not only a regulatory requirement, it is also good CYA.
4. Be diligent about following through every thread and everyone rather than counting on someone else.

To recruit an employee first you have to put an ad in the newspaper. If the employees are already working for you, and you want them to go to another field in your company just send them a confidential letter in a sealed envelope. Then they'll tell you their answer Yes or No.
