Yes it is. only thing you need to know is the domain name the cell carrier is using. for example you could send an sms via email to former at&t subscribers like this phone-num@mmode.com. or

Yes, but...
1) You need to know their cell carrier, and
2) They need a phone that has text messaging (SMS) capabilities

Most carriers provide an email gateway (example: Verizon subscribers can be emailed at [cell-no]@msg.myvzw.com)

Many also provide an internet gateway as well as email to the SMS service.

As to cost, it costs nothing to SEND either thru email or internet gateway, but it MAY cost the recipient depending on their rate plan.
