Generally, to "liberalize the economy" means to make an economy less controlled by the government. This often means that government-owned industries are auctioned off to private individuals and companies. It also means reducing laws regulating wage rates, ownership of property, interest rates, and international trade.
An extreme example of liberalizing the economy would be the market reforms in Russia and other former Communist countries. Previously in these countries, the goverment controlled nearly all economic activity. All jobs, factories, banks, farms, stores, media outlets, and transportation was owned or substantially controlled by the government. After the end of Communist rule, these countries adopted a more free-market approach. The government-owned factories were sold to private companies, people began to trade with one another in private markets, and foreign investors were allowed to buy land or companies in the country.
Less extreme examples would be the deregulation and market reforms in the U.S. and Great Britain in the 1980's. Though these were largely capitalistic economies, many thought there were too many government regulations and taxes inhibting economic growth. In the 1980's, government regulations were reduced and taxes were cut in the U.S. and Great Britain in an effort to stimulate the economies of these countries.
The term can be slightly confusing to some Americans, because in the U.S. a "liberal" is someone who generally believes in more government regulation of the economy. However, in the true sense of the word (as it is used in much of the rest of the world), "liberalization" means to make things free from government oversight.

I don't think a Republican would use those words.
A Democrat would mean They want equal pay for unequal labor. They like to take money from those who earned it and give it to those who did not earn it in trade for votes. 50% of the top wage earners pay 96% of income taxes. Democrats take this tax money and redistribute it the other half in Earned Income Credits (EIC), Welfare, Social Security, Medicare and other hand out programs.
Government oversight of Charity increases the cost tenfold. People are better served by charity when it is privately run.
Looks like I am wrong on the term "Liberalizing the Economy"
Other posters indicate it is more free market. A good thing.

To liberalize the economy literally means to allow free market philosophy to prevail. You can think of it as giving liberty to the economy.
However, that is one of those ambiguous phrases that can be used to mean many different things when spoken by a politician. The context is where you'll find the answer.
Modern Liberal Progressive politicians can be anything but liberal. On one hand they advocate individual liberties, but those liberties are selectively advocated. Therefore you can infer that some liberties are in fact ignored or suppressed.
Liberal gun laws would allow more citizens the right to own or carry firearms. However, liberal politicians mostly oppose this.

This is phase used by some to mock the OLD CONSERVATIVE NOTION of paying as you go. Not selling tax brakes to balance working Federal Budget for a day. When day fast approaching when you pay sales tax for food remember who enacted it by doing away with income tax. Read about direct and indirect taxation there till might be stuff around about that. Reasons for progressive tax system have long been destroyed by those that want you to believe Federal Tax System started in 80's.

They mean they are taking more of your money for their use and you will need to get a part time job to pay your existing bills. When they liberalize it again, your wife will need to go to work to make ends meet. And when they do it again, you may NEED TO GO INTO POLITICS.
